Edward Cross serves as President of the Kansas Independent Oil & Gas Association (KIOGA) where he oversees all KIOGA business activities and programs.  Cross has served in this position since September 2003.  He is responsible for public policy advocacy and interaction with external stakeholders including elected officials, regulators, government decision-makers, and community thought leaders.  At KIOGA, Cross is director of staff, editor of the Association’s publications, serves as an industry spokesperson to media outlets and other forums, and is an industry advocate as a registered legislative agent.  On behalf of KIOGA members, Cross lobbies in both Topeka and Washington, D.C.

Cross serves as an advisory board member to the Tertiary Oil Recovery Project (TORP).  TORP is a program founded in 1974, by action of the Kansas Legislature, intended to assist Kansas producers by developing and disseminating technological information to assist oil producers in recovering oil reserves not possible by using primary and secondary methods.

Cross is an active participant at the national level by serving on the Communications Committee and Public Education Committee of the Independent Petroleum Association of America (IPAA).  The IPAA is a national oil and gas trade association headquartered in Washington, D.C.

In 2005, Cross was elected to serve as Secretary/Treasurer of the Liaison Committee of Cooperating Oil and Gas Associations (Liaison Committee).  Liaison Committee is a network of state and regional trade associations that represent the independent oil and natural gas exploration and production industry in the United States.  Cross is responsible for coordinating the organization’s efforts.

Cross is a Kansas appointee on the Interstate Oil & Gas Compact Commission (IOGCC).  The IOGCC is a national organization representing the Governors of 37 oil and natural gas producing states.  At IOGCC, Cross served from 2005-2007 as Chair of the Public Outreach Committee, one of the eight standing committees of the Compact.

Prior to joining KIOGA, Cross was Executive Director of the Illinois Petroleum Resources Board (IPRB) where he led the Illinois oil and gas industry’s efforts to build an effective oil and gas industry public information effort and energy education program.  Cross has 15 years experience prior to the IPRB as a geologist for an independent oil and gas producer where he managed corporate production and environmental concerns of nearly 600 wells and 10,000 acres of company royalty in two states.  In addition, Cross served as an adjunct instructor of economics and business at Southeastern Illinois College from 1994-2002.

Cross has published 8 peer-reviewed papers on economic, environmental, and energy education issues facing the independent oil and gas industry.  Cross is a licensed professional geologist and certified school business official holding a B.S. in Geology and an M.B.A. from Southern Illinois University.  In January 2007, Cross appeared before and briefed the U.S. Senate Committee on Finance in Washington, D.C. on marginal oil and gas production issues in Kansas.
